Where LIAA digitalisation grants stand today

Contracts signed 3,429

That many Latvian companies have signed LIAA digitalisation grant contracts across both rounds. Most of those projects are still fully or partly undelivered.

Active DIMI contracts 466

That many second-round contracts are in force right now — each with its own delivery deadline, approaching faster than it seems.

First-round projects must be completed by this date. The grant is a reimbursement after delivery — the later the build starts, the higher the risk of missing the deadline and the money.

The most common project type in both rounds: document flows, order processing, data exchange between systems. What the application calls “process digitalisation” is, in practice, this.

The core of the second (DIMI) round: document recognition, customer correspondence automation, forecasting, internal assistants. Subscription fees are eligible for up to 24 months within a project.

How the work runs

Project review

We read your application and your contract with LIAA: what was promised, what the deliverables are, the deadline and the budget. Without that there is nothing honest to promise or price.

Specification and offer

We write the technical specification and give you an offer for the price survey — in writing, one number, within 48 hours of the spec. What gets built, what stays yours, how long it takes and what it costs.

Build and implementation

The engineering team builds it. You see weekly progress, not promises. Interim deliverables are aligned with the project stages, so the reporting always has something to show.

Handover and payment paperwork

The system, the code and the access stay with you. It comes with acceptance acts and the document set for the payment claim — prepared the way LIAA expects it.

Every project has a single accountable project lead — from the first conversation to the payment claim. Scope, deadlines and price are their responsibility. If something breaks, the question goes to them, not to a shared inbox.

What we do not promise

That everything will be eligibleWhat the grant may pay for is defined by your contract with LIAA and your application, not by our promises. If something in our offer falls outside the project, we say so and separate it on the invoice.

“Comparable” offersWe enter a price survey only with our own independent offer. We do not arrange sets of offers “for the paperwork” — that is an audit risk for you, not for us.

Deadlines we will not keepBefore we make an offer, we check whether the scope is achievable within your project deadline at all. If it is not, we say so straight away and offer the scope that is — rather than signing up to be late.

Frequently asked questions about LIAA project delivery

Can I still apply for a LIAA digitalisation grant?+

Applications in both rounds have closed — the last round closed in November 2025 after demand exceeded the funding. This page is for companies that already hold a signed contract with LIAA and now need to deliver the project.

How large is a LIAA digitalisation grant and what does it cover?+

Projects run from EUR 10,000 to 200,000 with roughly 50% support intensity for small companies under de minimis rules. It covers what the approved application says: websites and e-commerce, process automation, ERP and CRM systems, equipment with software, AI solutions.

How must a developer be selected in a LIAA project?+

Through a price survey: at least three comparable offers, with the economically most advantageous one selected and the choice documented. We only ever enter a price survey with a genuine, independent offer.

When does the company receive the grant money?+

After the project is completed and the payment claim is approved — the grant is a reimbursement, not an advance. Deliverable descriptions, acceptance acts and documentation need to be in order during delivery, not reconstructed afterwards.

By when must a LIAA project be delivered?+

First-round projects must be completed by 31 May 2029. Second-round (DIMI) contracts each carry their own deadline — for many it falls already in 2026–2028. The later the build starts, the higher the risk.

Are AI subscription fees eligible?+

In second-round (DIMI) projects, software subscription fees are eligible for up to 24 months within the project — provided they are part of the approved application.
